Fully fixed the bug where water drying was ignoring biome restrictions

It was not full fixed by the 0.36 version

Made the sentient rift a little bit stronger

Added more blocks wind gust’s pass-through (create catwalks, …)

If Alex’s Mobs is present, Gusters will now spawn during rain as well as thunderstorms (only if the current biome has no rain)
