Allows the chiseled bookshelf block to be used with enchanting tables like bookshelves. Unlike datapack solutions, the number of books that must be placed in the chiseled bookshelf for it to work can be customized with the wich:chiseled_enchanting_books (chiseledEnchantingBooks before 1.21.11) gamerule [default 6]. Setting the gamerule to 0 will make the chiseled bookshelf provide enchanting power with no books, setting it to 1 will require at least 1 book, setting it to 3 will require at least 3 books, etc.

Because of the way the client/server code is structured, the enchanting particles will only move to the table from completely filled chiseled bookshelves regardless of the value of the gamerule.
