Small maintain update

• Made work for 1.21.6+, mislabeled 1.21.5 for 1.21.6+ earlier (#6)

• Updated to work with minecraft version 1.21.5
• Xp multiplier now support decimals from config with a max value of 999.9

• Update to latest Roselib
• Update to Minecraft 1.21.4

Major update for running BoostedExperience in a client environment

• Dropped version below 1.21, For simplicity reasons, i have decided to drop support for 1.21 below.
• Mod Menu compatibility for config, The UI Works pretty simmiliarly to SpecSpoof, so yeah, go nuts.
• Hot Reload via ModMenu, changes are now applied immidietly after clicking "Save Changes" in ModMenu
