Reworked config file

• Removed blacklisted mods, whitelisted mods, operation mode settings, now replaced with mods, default mode, making possible to set allowance per mod

Removed Commands

• /handshaker mode because its not needed anymore
• /handshaker whitelist_update because its not needed anymore

Added commands

• /handshaker list lists all mods from config with their allowance statuses
• /handshaker change changes mod allowance status

Reworked commands

• /handshaker player (Paper) prints player mods in the chat Mod [allowance status] [A] [R] [B], Fabric stays as command
• /handshaker add now supports * to list all mods and status to make mods as allowed/required/blacklisted

Improved security

• Now mods and integrity are being sent together and are being unique
