Sleep Deprived 1.1.1

Added different stimulant tiers (low, mid, high) and tags for them, to define items, wich grants the awake effect for some amount of time (2, 5 and 10 minutes).
Made the golden apple a low and the enchanted golden apple a mid stimulant.
Fixed bug, giving you very high speed and reach (caused by wrong math operator).
Fixed tooltip order of mod items.
Be aware about the known issues (don't change "phase_time_ticks" value in config)
