Big Update:

New Featues:

- Introduction of Tags for both Blocks and Tools

Config:

- Update all to use .TOML (Recommendation is to delete all old configs, sorry)
- Added new option, autoLuckPerms - optionally hook into LuckPerms integration, disabled by default

Commands:

- Command changes to add/remove blocks/tools, now use "minecraft:iron_ore" or "minecraft:diamond_pickaxe"
	- Usage '/veinminer blocks add/remove minecraft:iron_ore' or '/veinminer tools add/remove minecraft:diamond_pickaxe'
- Added new command '/veinminer settings luckperms enable|disable'
- Added Tab Complete Suggestions for add/remove blocks/tools

Other Small Changes:

- Small changes to the particle system
- Adding missing durability check, was in config but didn't do anything
- Fixed issues with player settings don't save, Veinminer and Particle Toggle
