Phantom Spawning

• add: /phantomspawning-admin command suite. This allows admins to monitor individual players, and to toggle their status. You can also display all players at-risk, and toggle their debug status to be shown in the server log. Of course it also has the usual save and reload, etc commands. The toggle-all will toggle all logged in players' status to true or false; for example.
