Used to duplicate tool heads with lowered quality.
There're 2 types: Clay Tool Cast and Nether Tool Cast

New commands
/givecast <toolType> [quality] [material]
# Grants a customized tool cast with specific properties
/setforgingquality <quality>
# Applies forging quality to your currently held item
Quality Tiers Available:
poor→well→expert→perfect→master
Config changes
- Added new configs for casting
- Removed customToolTypes and merged it with availableToolTypes, and also changed the format so that tool types' names are defined in the lang file now
