Spectrum COMMAND v.1.1

COMMAND version of Spectrum. Cobblemon here don't spawn naturally with colors and must be spawned through commands.

Added the rest of the Eeveelutions, Ditto, Mew, Mewtwo, Rayquaza, Lapras, Spiritomb, Emolga and Pachirisu
Included the quick hotfix from the previous version to prevent crashing
